This is similar to the topic I posted a while back for drawing tutorials. Except, this is for Graphics. (Obviously) If you are new to the whole graphics stuff, or just need some help or inspiration for a piece graphic artwork, this is the place to come to find sites that will offer tips, tricks, and tutorials.
In order to reduce confusion and clutter, I will ask that anyone posting a link to another site, use this form:

The description tag is meant for anything that would help some one who might want to visit the site to know if it contains the information they need. Is it a site containing tutorials for signatures, icons or wallpapers? Does it contain instructions for text formatting? Do the tutorials address working with colors, dealing with negative space, general composition tips, etc.? Anything that might inform the reader more about the site's usefulness to them as graphic artists, should go here.
The Programs tag, here, deals with which programs tutorials are specific for. Now, I will go ahead and say that a lot of tutorials can be transposed and used for different programs that might be fairly similar (for example, GIMP and Photoshop tutorials often can be used for both programs). However, I want you to disregard this fact when posting a link for the site. We're just going to say that is common knowledge and just specify which program the tutorials are SPECIFICALLY addressing. Many sites have tutorials for a variety of programs and that's fine if you just say "A variety of programs."
Finally, difficulty can be measured in whatever way you like best, so long as any casual browser can understand what the ranking means. Some very good ways of ranking tutorials is by either using Beginner, Intermediate, Advanced type descriptions or by doing some kind of ranking system (i.e. 4/10). Whatever suits your fancy and gets the message across. Some sites might actually specify for you or may have an array of tutorials already arranged according to difficulty, but be sure to say that.

Description: From the creators of GIMP themselves, this a relatively short list of useful tutorials that deal with specific techniques for creating graphics and photo manipulation. From drawing straight lines, creating a sketch effect and touching up photos to creating logos, using the quickmask trick, creating script-fus, and using specific tools such as the paths tool, it really covers some basic knowledge needed by GIMP users to create fine compositions. These tutorials deal with more general techniques than an actual step-by-step for creating specific graphics.

Difficulty: Beginner - Advanced
Site Name: PhotoshopStar

Description: A lot of various tutorials that deal with specific effects. Lots of really cool texture and text effects along with unique menu button designs, and color manipulation tutorials. A large variety of tutorials that are organized into several different categories.
